Default Is this a spew here with 15x bb raising with a10?

no, poker is situational, there are spots when you can go ahead and raise this (like ger says), and there's spots where you fold this, just like a lot of other hands.

From CO/Button I might but not from this spot with ATo.

Also you have 2 shorties who may push over you.
Raising PF at these blinds should be 2.5BB-2.75BB.

Maybe this is a problem. I'm almost always either raising 3BB or pushing, no matter the blind. I haven't decreased my BBX amount as the blinds get higher, though I'm usually pushing when they get very high.

Does this just apply to STT reducing the raise amount? Also, what's the logic behind it?

Its not a huge thing. Its more of a style thing, but I like to do it so the pot size doesn't get out of hand compared to your stack when you c-bet. I wouldn't consider betting 3X a leak. Many great players do it.
