It is. There is a preset amount of winners for the home game. They know the numbers, so they've set it up to have only a limited amount of winning cards. They admit it in their rules. So, the dumbest concept for a gameshow ever (no wait, Pick-A-Box/Deal or No Deal is worse) is totally rigged.
