I honestly think he'd check behind if he has 79 or 9J and without being afraid of a draw i want to save the most i can vs a set or get him to bluff again if he's got air

He just calls with a set on the flop in multiway pot? Then makes a weak ass lead at the turn?
Doubt it.
I shove turn like said or def bet river for value.

I dunno, I think a lot of people would just call with a check and a bet in front of them if they had top set on a T38 rainbow board trying to keep the other guy in. I wouldn't, but I think it's a possibility, either that or he's far enough behind that I think on the river he'll either bluff if he has nothing or push in the rest if he has top pair, I think you'd lose him if you raised and he had anything less than top pair good kicker
just my 0.02 though

edit: to clarify, it's not like cuqa's making it seem, i'm not shutting down because I'm sure he has a set, I'm saying it's a possibility that makes limiting your losses positive, along with having him give you his chips with top pair or a bluff, which he would have been scared off of if faced with a raise

turn c/c makes no sense

bet 15 again on the turn, or checkjam the river, depends on how aggressive u think he is on turn. if u have any idea that he will check turn behind, just bet again and take him to stacked-town

he put in almost half his stack. and hell have ~34 left on the river. just stick it in on the turn. u might lose value if a river card scares him
