I think maybe you'll have to provide a bit more detail about what block you're talking about.
In general, if you have a dynamic IP from your ISP, you can just reboot your modem for a new IP. If you're static, then you'll need to use a proxy. -Sam |

most "dynamic" IPs today aren't that dynamic. their lease time is generally pretty high so you actually have to leave your modem off for quite a while in order to receive a new IP.
your best bet is a web cgi proxy. google is your friend for that. |

the easiest way to change your home IP is to change the mac address on your router. almost every router has options to change it. change the last bit by one character and your ISP will issue a new IP
