Pokerstars chat banned quick question

How do you get the place where it says your town (when people put there mouse on your atavar) to say no chat. Ive seen a couple people that it says that for. And I want to do it since i cant chat hahahahhh

I grew up in the city so I found No Chat to be too quiet for me

no i was not berating the fish just pokerstars and there rigged rng lol... I tried changing my address but I didnt see any change does it take 24hrs.?
