Cause i looked at their FAQ and it says

5. What if I live outside of the United States?

At the current time, only customers with a U.S. or Canadian shipping address (including Alaska and Hawaii) may redeem their Full Tilt Points for merchandise.

If you live outside of the United States or Canada, you may still use your Full Tilt Points to enter special tournaments and other events on the Full Tilt Poker gaming site.
