villain is loose and bad, not passive but not aggressive.

given stacks do i just have to go with this? and check/call is probably better than bet/call on the river right?

yea i think check call is the play on the river. Your turn bet could be interpreted as a steal, thus getting "valuebets"/resteals.
I could also find a fold to a shove on the river, prolly a leak but i have yet to see a loose/bad player push ai without the goods on those boards.
