Raise both of these except under the most exceptional of circumstances. Examples:

-Sometimes you're at a table with 2 or more lags and nearly every hand is capped preflop. In this case you can make a lot of money by basically playing AA-TT and AK, and PPs if you can get set value out of them.
-Sometimes you're at a table where almost everyone will limp for one bet even when they shouldn't, but will generally play correctly against a raise (rare online, not so rare in B&M's). In this situation you're probably better off limping and getting paid off when you hit, than raising and getting HU OOP against a hand that is probably better than yours.

+"is UTG with" is the common phrase describing Hero's position
