I saw an interesting poll today on cardplayer.com.

Absolutely, every little bit helps. One thing to consider is that when calls, e-mails and letters trickle in they may have some effect, but could go largely unnoticed. Grassroots campaigns have a long tradition of organizing MASS e-mail, letterwriting, and call-in campaigns. This really raises the profile of each individual contact because they are all coming in together.
