You can probably raise/fold turn to get value from draws unless you have some kind of read that he might try to b/3b you off. I think his range is draws the vast majority of the time given his flop and turn lines. Because of that, never ever ever ever fold the river.

I would raise the turn always. Just call the river as played though.
