I would say that this is not a good spot to double barrel. If he is 44/5 it seems that he may be passive post flop as well. A loose passive player like this probably doesn't even know what floating is. I don't think you are going to push him off his hand. Players like this are usually bad at value betting. I doubt he's going to fire anything close to pot when checked to (if he even bets at all) so you are getting okay at worst to free at best odds to draw in most cases. And some implied odds if you hit because he'll pay you off with a medium value bet if he really does like his hand.
