I would fold. Probably you are against an overpair.

Raise flop, fold to shove or big reraise.
I did not even know the term floating is used when you have an overpair to the board...

He's VPIP 10% and low agression. Raise flop for info. If he doesn't fold, there is nothing in his range that you beat.

I wouldn't raise the flop for info against his small raising range from the UTG (QQ+, AK, maybe just AKs); then you are really blowing away money also seen his low AF. Just call (which might actually be -EV if he he is only raising AKs) and if he double barrels like he did, fold. He will check the turn if he has AK seen his low AF.

Im not sure why you consider your flop call a float unless you were both sure that he had AA-JJ AND that you could take the pot away from him given that he did have one of those hands.
How often does villain c-bet? Is he capable of double barreling? I think that you are beat given his stats. Perhaps raise flop and fold to 3bet?

Definite fold on turn no hesitation or regret.
