Looks like a fold to me. There are tons of hands he can have here, and they all came in or had you beat from the start.

i really dont think fold or raise are reasonable

I like 9.25:1 this is a worse queen or air and I'd prolly go down to 6:1ish

I think it's a fold. Worse hands won't bet this for value, so all you really beat is a bluff. That's unlikely since it requires Villain to have complete air since all the draws came in.
