Pre-flop is the accepted standard.

On the flop when you raise your intention is either
(A) To define if his hand is strong enough that you can fold (i.e. if he re-raises you plan on folding)
(B) To build the pot and commit.

So you should already know your answer before he re-raises.
Your calling ~$16.00 into ~$53 so getting ~3.3-1 on your money.
If we assume his range is all overpairs and sets then your still 44% against his range.
If we remove QQ &amp; JJ your equity is 11%.
(Im ignoring draws and air for simplicity)

So I think unless he is a mega-nit (and he is not!), that the plan to commit on the flop is a good one and also the call of the re-raise is +EV
