Default NL25: Float question w/33 on paired board

been reading some posts on 'floating'. help me out here. with one to act behind me and both virtual unknowns, is this a spot where floating might be utilized? just moved to NL25 and have yet to float. do you need last action to technically float correctly?

how would you play this hand? fold here or call w/intention of raising or raise the flop and bet big on the turn? thanks

You really don't want to float with action behind you. The minraise preflop followed by the flop lead could be overcards or an overpair. I'd float if there wasn't someone behind me yet to act. That extra person couple with the chance (albeit a small one) he's betting an 8 or 9 leads me to fold here.

Floating is most effective IP, when you're last to act.

I don't think this is a good flop to float.
I prefer to float when
- I think PF raiser is CBing a missed flop and will stop betting on turn UI.
- there are two flush cards or straight cards on the board and I think I can take the pot away when another one hits.
- when I think villain has only something like medium pair and will fold if I bet if a higher card hits on turn or river.
