Default Is this a set?

Fresh at the table so no reads. Feel this must be a set, or the only hand i can beat is 99.

Absolute Poker $0.10 No Limit Hold'em - 5 players
Hand Converter Tool from DeucesCracked.com

UTG: $2.45
CO: $26.40
Button: $8.30
SB: $32.50
BB: $22.50

Preflop: Hero is BB with T[img]/images/graemlins/spade.gif[/img], T[img]/images/graemlins/club.gif[/img]
UTG folds, <font color="#FF0000">CO raises to $0.30</font>, Button calls $0.30, SB folds, <font color="#FF0000">Hero raises to $2.10</font>, CO calls $1.80, Button calls $1.80.

Flop: ($6.35) 6[img]/images/graemlins/heart.gif[/img], 2[img]/images/graemlins/heart.gif[/img], 8[img]/images/graemlins/spade.gif[/img] <font color="#0000FF">(3 players)</font>
<font color="#FF0000">Hero bets $3</font>, <font color="#FF0000">CO raises to $6</font>, Button folds, Hero calls $3.

Turn: ($18.35) 7[img]/images/graemlins/spade.gif[/img] <font color="#0000FF">(2 players)</font>
Hero checks, <font color="#FF0000">CO bets $10.60</font>, Hero folds.

Final Pot: $18.35

I 3bet flop here and hope to get it in, he can do this with draws, sets, 2pair hands toppair hands.

Yes normally i would want to get it in on the flop here but i was worried due to him flat calling my healthy raise preflop, i find this is usually a stubborn pair. On the turn i dont think there is any hand he could have that he would bet that i can beat apart from maybe 99.

I don't think a pair of 10s is a hand that you're looking to rush to get your stack in...

we're only ahead of 3 pocket pairs. Opponent raised Preflop, called our raise and is still showing aggression...

What Kurto said. Only thing I'd like to add is take note of how much more difficult it is to play OOP. Without a specific read, hate to say this about an overpair, but you're almost playing for set value especially considering how much money is behind.
