Are there any sites that allow to create play money private tables?

One forum where I am a member has been trying to create a free tournament but so far we haven't found a poker site that would allow creating play money private tables. As this seems to be the ultimate base of poker knowledge on the web I ask it here: does anybody know if there is such a site?

pokerrom was the first poker site i started playing in. i tried all of them at least once at one point, and i thought pokerroom was the best. then they shut it out to american players, now i'm playing on stars and ftp. u cant create ur own tables there

on pokerroom just about everything was customizable
