Default 50NL - 6 max - Raise river?

I'm playing TAG, villain is not good but seems aggressive 42/28/2.5. Can i raise the river here? Obviously looks like a blocking bet, but I've seen bad players play the nuts like this here.

Has he check/minraised the turn before? This usually means a strong hand like set/2pr. If he had just called the turn and done this on the river, I would probably raise, but given his turn action I'd just like to get to showdown.

It's a pretty clear raise to 25 &amp; call a shove.

Check turn. We didn't pick up a scare card to bluff the turn with. Raise the river and call a shove. If villian really had a boat, he should open shove or make a huge bet on the river. He has to assume we will call with a flush.
