Default Does this sound right?

Went to our local casino last night and played nl for the first time.

The blinds were 1/2 maximum buy in is $80.

$5 chips are the norm with $1 chips being the exception.
Anyway, people were calling preflop by just throwing in a $5 chip.

I thought this was odd as I would assume this would be a raise. So I ask what the minimum raise is preflop to which the answer is $4.

This confused the [censored] out of me. Then it got worse as people would say raise to $5 and others who wouldn't have heard the raise would just throw in a $5 chip to call the $2 blind.

There were no questions regarding it but it forced me to ask practically every hand "is the bet $2?"

Is this normal procedure?

Yes.

Pre-flop, a single oversized chip is a call unless a raise is verbally declared.

Normal procedure but you don't need to ask every hand. If the dealer hasn't announced raise nor has a player, it's a call. It's standard. If the player said "raise" before they throw out the chip, then it's definately a raise. No verbalization with 1 chip = call.

Sounds like you may have been playing at crown..I had this problem my first time, but quickly overcame it.

You could throw a 100k chip into the pot in a 1/2 game preflop, but without verbal decleration it is just a call

Yeah I was at crown.

What a crap poker set up they have there. Lucky the competition is weak as the rake + time charge really adds up.

Except for the part about the max buy-in being $80 the OP pretty much described every 1/2 NL game in existence to my knowledge.
