At these stakes, this is a random 6xxx, 3's full, or a rivered 54 too often to fold. Call, throw mouse if you get cooled.

At the $10 max this is a call you have to make though I got to say most of the time you are beat here. At these stakes this guy has a huge range of hands, everywhere from 10s down to 89 or 54. If you have any indication this guy plays a bit tight I would make the fold.

he had 7789 no hearts so he's probably not that tight ... I was just wondering b/c usually if somebody pots it at this level he has got a big hand.
What do you think about my small value bet? Is a bigger one preferable?

Betting 1/2 pot is fine for value on river. Opponents will repot if their made hand is non-obvious. Such is the case with 7s full.

I haven't played this low, so I can't comment on the level, but against any reasonably decent opponent, this is a fold. Especially the fact that he made a pot-sized raise means he thinks he has a huge hand he wants to get as much as possible on.
