Default Bluff sizing vs. short stack

If I decide a river bluff raise or c/r on the end will be profitable and I'm facing a short stack with about the size of my raise, should I raise to just under his stack or raise to exactly his stack?

If the bluff fails I can save a few $$ if I don't put him all in, but it seems like that might be transparent.
