Default 10/20 Dry Bluff

Villain is Reg. Some people are telling me that this is a bad bluff because a set would more likely call on a dry board instead of raising for the sake of disguise. I argued that there are plenty of people who raise here in order to get max value. So how often you raise a set on a dry flop vs. flat calling?

So that's you. I'd give up on the turn vs just about anyone. If I didn't, I'd be very tempted to shove river.
