I generally dont like to stack off in these situations when the blinds are low, the reason being that most people are going to be raising with bigger pairs than yours this early.
I would assume im beat when he calls the flop c/r check the turn for pot control |

I'd just check call the flop. If a bad player double barrels with decent sized bets, i drop it on the turn. If he bets some retardly small amount on turn or checks behind, i assume i'm ahead.

28/14 isn't that terrible, it's just too loose. FYI - 11/7 is way too tight at this buyin and above. The best players are like 17-18/11-12.

I like check calling the flop too. It sucks to let him draw but if you're behind it really sucks to check/raise.
