Default 10BB -18BB

Last tourneys i have been a little bit confused when i play for example 15BB stack.
For example you stand at the burtton or cutoff and you have A9s.Im doing "steal" open raise 3BB to get blinds.SB pushes allinn.I probably fold.But that 3BB loss was very expensive to me..
How should i play at all 15BB stack?It seems to me like push/fold is not good,because my stack is quite deep,but my stack isnt enough to make open raises (3BB) and folding after smb pushes me.
Second example i have A2 all folded to me.I have 15BB.I raise to 3BB,he pushes..fold again?

Don't raise fold with 15BBs. Simple as that.

Open shove, raise/call or open fold.
