Villain is 32/20/1.3.

Turn is an easy fold...flop is close, and a fold I would probably make if I were playing good/had good reads.

Does he raise the flop with anything less than two pair/trips? Not many players do very often so I fold flop unless I think he's capable of this. I put him on JT or 33 here.

I definately bet the turn. If you call this flop you must be assuming he has AJ/AT or he raised the flop as a semibluff with 98 ot KQ and you shouldn't let him draw for free.

As played I fold. He isn't likely to bet the turn on a draw and his flop raise says you're beat most of the time.

What are you hoping to beat? AJ, KQ maybe? A lot less likely than JT or 33 given the action...

If he's loose preflop doesn't mean he'll raise like this with top pair

and wtf at folding the flop?! I've played very few 32/20 types that are actually good. Most of them are spewing monkeys. He could be raising here with KJ/AJ/KQ/89. I think he def 3bets JJ pf and probably TT too, so I don't know how you could possibly narrow his range down _that_ much to fold flop without better reads.
