If he is indeed a "standard TAG," then yeah, you're toast here. You should probably fold the turn and almost certainly fold the river. He's probably not bluffing with this line very often, and the only hand he could possibly be betting for value that you beat is KQ, which a standard TAG is highly unlikely to play this way. EDIT: Also, the board is dry enough that there are few plausible draws that he could have been semi-bluffing, and the most likely, QJ, got there.

Is a re-raise on the flop to like 18 a good play here?

It gives you more info but accomplishes nothing good against this player. If you reraise to 18, he'll probably call with QJ and fold every other worse hand, given your description (ok, maybe he'll call with KQ if you're lucky.) He will at least call and probably shove with all better hands. This is cheaper than calling flop and then calling the turn, I guess, but when you've shown this much interest, it's a rainbow board and the guy is a straightforward TAG, you're very likely beat here, and calling and folding the turn seems like a better play. (By this argument, why not fold to the flop c/r? I guess you could, but I think that OOP a lot of people if they did decide to make a bluff flop c/r are going to think twice before shooting again on the turn.)

wouldn't it be better to riase him on the flop and then fold if he lead again on the turn instead of calling on the flop and calling the turn?

Srysly? Seems way tooo weak tight to me. A ton of villains will c/r flop with air if you've been raising/C-betting. Why are we playing AK if we're going to fold to any resistance on flop with TPTK?
I think 3b, fold to shove is probably a better idea here.

I like the flop raise here. Calling this flop gives us no info and gives villain all the info. I raise to like $23. fold to push. If villain calls I wouldn't take the hand any further.

Tbh though it depends on MY image at the table, so whether or not villain may be doing this light.
