optimal PFR strategy

I know it depends on the looseness of the table, but assuming all of the following prfr strategies were equally effective (seeing a flop heads up). Which would be the best preflop raising strategy. For a player with 20 - 25 Vp$P, prfr 14 - 18.

a) 3xbb + 1bb per limper
b) 3.5xbb + 1bb per limper
c) 4xbb + 1bb per limper
