Villain is DirkDiggIer, who I have at 16/14/3.28

He seems pretty snug, however, he's able to make moves occasionally.

Do you like B/F better than C/Fing this turn?

i dont like c/f at all.
b/f is fine, cause you're ahead a good portion of the time and you dont want to give free cards; further i dont see him bluff-raising this turn
c/c is fine, if you expect him to bet with anything he'd float flop with (i think this is probably true for villian here)

who is villian on 2p2?

I'm betting 13 on the flop. Check fold is fine against this guy. Seems too nitty to be floating you all that often.
