Default samoleus and cold calling JTo.

now just because a winning player makes play X doesn't mean play X is pos EV. My PF numbers are pretty solid 23/18 or so and I raise UTg. samo calls with JTo on the button. I fold that hand to a 23/18 100% of the time. Is cold calling with it correct?

Your post totally ignores post flop play. Perhaps samo has some reason to think that he can make up any lost PF EV, later in the hand

i doubt he sees me as a weak spot and i suspect he makes this call against anyone.
if you can "make up" lost pf ev with post flop play then the pf play is +ev.

I'm asking if people believe that it is

Its a good hand to mix his play with from time to time, esp in position. If he always did what he was "supposed" to do, he wouldn't be all that tricky.

Maybe he's trying to tilt you by making a statement with his play that says "this guy is so bad I can make profit vs. him with JTo".

he does this quite a lot for a top player... its obv a good measure of how fishy he thinks you are, ive seen him cc k6s and other trash in spots like that. JTos isnt too much to write home about, just means he probably doesnt fear your post flop play much and wants to take you on then (which he obv thinks is the most +ev line).
