Villain is running at ~25/17/1.5 over 250 hands. No other reads or notes.

So wtf do I put him on? No way does he not raise a set or 85 on this flop 3 ways, same goes for a strong draw. Help me out here, cause its been a [censored] day.

I'm folding here (I think).

I am agree that sets/2pr should be raising this flop most of the time (although "Tags" do wierd things some times), but I also think the turn raise is almost never air.
