Default Horse race betting

My father bets on horses and he is pretty much lost on the whole thing, he doesn't even understand EV

What are the best resources for betting on horses?

What are the swings like?

Any information is much appreciated.

There are many, many books. Some very good, but there is also a lot of crap out there. Personally, I'd recommend Steve Davidowitz and Dave Litfin. Andy Beyer's books seem to be standard reading too.

The swings will greatly vary on what type of betting he's planning on doing. For example, to minimze variance one could bet only Win, Place and Show. A high variance player would use Trifectas and Superfectas hoping for the big scores.

I usually tell people to start here:

http://www.drf.com/misc/free-info.html

if you want to delve further than the free PDF's, most of the books that DRF publishes are very good as well.
