Yikes! I'd have to say no, at least not yet. Until the days of Lee Smith and the like getting in from the previous generation I don't really think there is a place for a reliever/closer that wasn't considered one of the top two in his ERA. Hoffman/Riviera for sure. Perc I don't think so. Also way too many injury plagued seasons.

not even close
the only recent full time reliver getting in the Hall is Rivera, Hoffman has an outside chance.

For reference:

Mariano 881 Regular IP 200 ERA+, 112.7 Postseason IP, .8 ERA
Hoffman 885 Regular IP at 149 ERA+, 13 Postseason IP, 3.46 ERA
Prior 657 Regular IP at 122 ERA+, 23.3 Posteason IP, 2.31 ERA
Percival 611 Regular IP at 150 ERA+, 9.7 Posteason IP, 2.79 ERA

The reason Mariano is a slam dunk is because of his incredible postseason output. I think Hoffman is probably the borderline HOFer and Percival is three or four years shy of that level.

HOF Monitor: Pitching - 85.0 (129) (Likely HOFer > 100)

As an Angel fan, I loved Percy when he was wrapping up games for the Halos...

But he has no business being in the HOF.

I find that pretty meaningless since the HOF has no baseline for relievers yet.

Even Rivera comes up way short on standards (although he is a lock by the monitor).

I do agree with you that Percival is likely to come up short.
