Default 100NL 99 hand

Villain is 32/2, but I hadnt been inolved with him preflop at all, so no real reads. He only has 35 to start hand. Should I 3 bet all in here?

I'm folding this. With his stack size, I think he is trying to build a pot and suck you in with the min raise. I cant see him bluffing or even semibluffing here, as he would likely raise more.
