Is 'peak oil crisis' a common term, or is it half a sentence like 'are we at the peak of the oil crisis?'

theres some stuff here. Mostly this is talking about the formula used to determine when the peak will be, and doesnt talk so much about the 'crisis.'

Demand lowers as market shifts to lower fuel usage.

Market delivers alternatives to oil based transport and industry, such as hydrogen power cells and solar.

Even if the world wont look like Mad Max in 30 years, the fact is that the supply is finite. Gotta get the ball moving on a new infrastructure sooner or later. Sooners probably better.
