I think that with his stacksize and the size of the pot you must call here. You don't call preflop for setvalue and he is certainly cbetting any flop majority of times and comitting himself. When you know he is comitting himself pf out of position you can also raise him allin before the flop. Then you won't have a tough decision when a overcard comes on the flop.

If I have a read and it's a real tight player I also like to fold preflop at this level and against his size of a stack.
