if UTG+1 is passive/nit, fold. otherwise I'd call.
edit: also, if he's any good at poker, fold.

Main thing is folding in the end.

On the flop; you should probably bet close to pot - there's a FD and a OESD (for a T) out there and definately a gutshot for anyone holding an A.

I would prefer you bet more on the flop and less on the turn. Although there aren't many good general strategies in poker, you should be thinking close to pot on flop and around 1/2-3/4 pot on turn. It makes sense if you think about it...

As played on on flop and turn this river seems like a prefect spot for a blocking bet of like $4.

As played on rvr I think you have to fold.

Bet more on flop, $1.50-$1.75, with so many draws around. Turn is fine, gotta fold river unfortunately.
