Default DoJ Crackdown on Internet Gambling

According to David Schwartz, the director of the Center of Gaming Reaseach at the University of Nevada

"This is being structured as a battle to protect consumers against possible fraud. There is a big distinction between allowing people to gamble at regulated casinos, where there are protections, and online, where there are not."

What is this organization and who are it's paymasters?

I mean because fraud was rampant, right?
