It's a fold against the first opponent if they are at all sane. When the second guy comes along, I think it is a definite fold. Both their ranges should be very tight for shoving here and you could likely be sharing outs.

The nice thing is they both got there perfect scenario. A coinflip. It's the best they could hope for. So, they might just keep on doing this a little longer.
