WPEX games

I've been looking at the games on WPEX, and the low limit ($3-6 or lower) holdem games seem like rock factories. Now I know that there's effectively no rake there, but still it seems tough to beat, say, a $2-4 game in which the average pot size is $11. Have I just been unlucky to observe tight games, or are the games generally that tight there?
