Question regarding Congress method.
Why is it that you can tack things on to a bill? I was talking to someone this week that said each subject should get it's own bill. So why is tacking allowed? Time saver?

It's because the Senate is a derivative of the nobility, and they are given more relaxed rules about what they can and cannot do. But the House, the "people's" chamber, does require amendments to bills to be germane.

[/ QUOTE ] No. It's very expressed that the Senate can attach any sort of amendment it wants to a bill whereas the House requires the amendment to be deemed germane (at the discretion of the Speaker, IIRC) |
