Default An idea for legislation

I never read this forum until this week, so please ignore my ignorance if this has already been discussed, but I wanted to build on others ideas that I read recently.

Can we push for legislation in this regard... Put the onus and financial incentive on Casinos. Everyone 21 and over can play on-line, but they need to register at a Casino, and use the Casino's server as a port to on-line poker (using the same global infrastructure that exists now). The Casinos can verify the age so under 21 is not an issue unless a registered player shares his ID, and there should be criminal recourse if that occurs). The Casino will obviously increase the rake to say 15%, but only give Party 7-8%. The Casino will issue 1099-G at the end of the year to force us to pay tax on winnings and they will pay tax on their profits. Also, the casinos should hold our money not in play, not Party and the like, and the interest will be taxable. To satisfy the moral and addiction issues, deposits can only be made physically at the Casino, capped if they choose, but withdrawals can be made electonically. This way everyone still has access, including the fish, and the only change for winning players is a slightly higher rake, which is better than not playing. The Casinos can also charge an upfront fee ($50/ person) to cover the cost of setting up servers, etc. even an annual fee to pay for 1099's. What do you think?

huh? Who's the cat, what's the bell? Do you mean write this up and propose to Congress? If so, I don't know, I figured I would post here and hope some of the regular's would know how to proceed, if it is even a good idea... If this is not what you mean, then I don't know what you mean...

Outside of your specific proposal...

As others have articulated, we need to either get a poker carve out or get the whole industry regulated and taxed in the US. One of the ways we can accomplish this more effectively is put in provisions that 1) Crack down hard on allowing those under 21 to play and doing all that is possible to stop them 2) Insert language of some type designed to assist the problem gambler

How do we do this? I think you have every poker player's attention as well as other institutions (Financial, Gaming, ISP, etc.) now...

I think someone knowledgable needs to take the lead, and others will help. I am not knowledgeable, but if someone tells me how I can help, I will, where before I was "not worried" about poker going away

What you need is a strong, well positioned, well organized, well funded and well knowledgeble organization in Washington to establish and implement the plan.

Certainly part of that plan should be energizing the entire US poker play base, which before was apathetic and dismissive of this possiblitiy.
