How do you sign up for money account for full tilt if not 21?

Hi, im 20 but due to the law i plan on signing up for ftp. however i am not 21 yet, how does everyone sign up underage even tho their bank/neteller information is correct (im assuming it is?)

im from canada ane legal age (19+)

does that mean i can sign up for ftp or do i have to be 21. ppl are saying its where u are legal in ur area
