Ebay has lobbied both in support of HR 4411, and in favor of making online betting a federal felony. Their goal is to restrict PayPal's competitors' access to the US market. For more info check this forum's archives of a couple of months ago.

Correct.

I would add that eBay is also seeking to compete overseas for the processing fees for gaming.

Funny how they gleefully allow the illegal sale of pirated copyrighted material every day, but you can't sell Party Poker deposits.
