Default Why \"Jacks or better\" ?

Hey all,

I wonder why there was a rule in 5card draw that only hand with JJ or better may open. Wouldnt it be great for all three fishes, pros and casinos to allow opening with anything ?
This rule really seems to be pointless to me.. any ideas ?

The rule came about in 1870. It originated in Toledo, Ohio. This is documented in The Oxford History Of Card Games written by David Parlett.

Apparently, the reasoning was that having a qualifier for the opener prevented weak players from playing every hand and if they did play they knew they were behind. The idea was not to kill the goose that lays the golden eggs.
