Here's the situation:

Blazers have the ball and are up by 2. They shoot with under 10 left, miss, and get the offensive rebound. Blake has it in the corner and Garnett could have fouled him with about 4 seconds left, instead Garnett stands there guarding him until about 0.3 seconds left, at which point he fouls him.
