What is the cheaper video card that will allow me to play recent video games on a 204B monitor ?

Oh, you are referring to the Samsung. Next time, specify the brand too.

The cheapest video card isn't always the best way to go. General rule is - the cheaper they are, the faster they go (to the trash bin).

The NVidia 7600 series is a great bargain at under $200, but it really depends on what graphics settings you want in these newer games.
