Default How should cheap rebuys affect my play?

A local casino runs a weekly 88-player tournament where the buy-in structure is like this:

- $60 to buy in - gets you 500 chips
- in the first 20 minutes you can rebuy for $20 if you have 500 chips or less - gets you 500 more chips
- in the next 20 minutes you can rebuy for $20 if you have 1000 chips or less - gets you 500 more chips
- in the next 20 minutes you can rebuy for $20 if you have less than 1500 chips - gets you 500 more chips
- at the end of the first hour you can get an add-on of 1000 chips for $30

I guess this leaves me with a few questions:

I can rebuy right at the start so I have 1000 chips -- this must be a good idea, right?

Should I play like crazy trying to build a big lead since rebuys are so much cheaper that the first 500 chips?

Any advice is much appreciated.

How many rebuys per period are allowed?

What are the others doing? Are they rebuying liberally in the 2nd and 3rd periods, i.e. rebuying in the 2nd with <900, multi rebuying in the 2nd with <100, etc?

You are allowed unlimited rebuys per period. Many of the players that I observed were playing very wild and rebuying a lot in the first 3 levels.
