im not really proposing anything just trying to see both sides.. I think a turn raise is a few things.. part bluff, for value if he has a st8 or flush draw and maybe to get KJ to dump it...

Fish don't fold top pair, so raising turn sucks. calling here is super standard and I can't see doing anything else.
