For storytelling songs check out stuff by Tom T. Hall and Kris Kristopherson.

For the type of music you are requesting look to the following:

Townes Van Zandt
Guy Clark
Dylan
John Prine

Each of these men knew or continue to know their way around a lyric.

Both of these Johnny Cash songs, seem to be in Johnny's humor mode.

But, when I personally think of storytelling country songwriters, I think of Marty Robbins. He's an old cowboy from around the SW. He passed away quite a few years ago though. Mostly stories about old cowboys and such. don't really think there is too much humour in his songwriting.

The Kris K.recommendation, also seemed to fit the vein you were looking for, Convoy, comes to mind.

Great recs. If you want to reach into the more obscure, add:

Butch Hancock
Joe Ely
David Olney

"A Boy Named Sue" was written by the great Shel Silverstein. Shel wrote the lyrics to quite a few songs recorded by Bobby Bare.

He was also an artist, poet and author of children's books. His greatest accomplishment was being one of Hugh Hefner's closest friends and reaping the many benefits of said friendship.
