Default Playing river vs loose/passive. Value-bet or no?

Villain is a complete passive station (67/0/0.5) who's been open-limping a ton. I think he'll call with any pair.

Check, bet/fold or bet/call?

Hero is dealt K[img]/images/graemlins/heart.gif[/img], J[img]/images/graemlins/diamond.gif[/img] on the button.

Villain open-limps in the CO, Hero raises, folded to villain who calls.

Flop(5.5 SB): J[img]/images/graemlins/heart.gif[/img], 9[img]/images/graemlins/heart.gif[/img], 3[img]/images/graemlins/spade.gif[/img]
Villain checks, Hero bets, Villain calls.

Turn(3.5 BB): Q[img]/images/graemlins/heart.gif[/img]
Villain checks, Hero bets, Villain calls.

River(5.5 BB): 8[img]/images/graemlins/club.gif[/img]
Villain checks, Hero...

But are you sure? Even fish can see there is 4 to a straight.

I might be over-underestimating his folding ability. I dunno. Another problem with betting is that I'd have a seriously hard time folding 'cause I would be so curious what hand he has. I guess that's a huge leak.

when a passive station starts betting or raising something is wrong(mostly that he finally has a hand that he is comfertable with) so b/f on the river is yay
